If you are able to program your ECM, trace pin 58 on your X1 connector to see what wire is connected to it, i'm willing to bet that there is a wire running to your "low speed" . That same fuse protects a lot of other components including the ECM, fuel pump relay, VANOS solenoids, etc. If your engine is otherwise operating properly then the error code is most likely not being caused by a bad fuse.
