The short answer to the overarching question, “Can you plunge cut with an end mill?” is yes. Plunge cutting with an end mill is a specialized technique in CNC milling. This technique involves driving the end mill vertically into the material . One way that I found that worked well, was to put a blank of the same stock you will be machining and feed the end mill into the blank like you are milling a slot. Then you can measure the width of cut and it will be a realistic measurement of the size. Hope it helps.
I would rather run the same carbide end mill for roughing and finishing. I usually change out end mills when I start having finish issues or it get audibly worse. Earlier in my career we were mandated to max out the RPMs and run the endmill up to the point it broke, then back off the feed rate by 10% and let her rip.
An end mill is sharp on the od so any little run out will make the hole a tiny bit oversized and leave a spiral going in. The best fix is to finish the hole with a reamer. A reamer has an OD circle-land that holds the tool center and cutting on the end only. Carbide end mill most likely to do the very same thing. Assuming you're cutting something similar to Ampco 18, it can be nasty stuff to cut and not fun. This is one of those materials where once you get perfect speeds and feeds it will cut like butter, but that is a very small window to get correct. You don't want a plain end mill, use a coated end mill. It's abrasive, I hate this shit.
